Wings unfold from Dark Vengeance's black armor and he lifts himself into the air. He moves towards his closest foe - Green Knight - lands and attacks with martial arts. He hits for 21 STUN and 0 BODY. There is no knockback.

Black Eagle is aware of the chaos that Iron Duke is causing and fires at him. The round hits but bounces (barely) off of his TK armor. Nevertheless, the attacks sends Iron Duke flying backwards 3" and leaves him disoriented. Iron Duke will need to take a half phase action to stabilize.

Suddenly Violet Duchess sees one the of rioters near the shore leap into the air. The very large man jumps in the direction of Dark Vengeance. As he does so, he is sniffing the air.
SILVER CHANCELLOR: Over the radios you hear the voice of Silver Chancellor. *Great job so far. Don't get too distracted with the VIPER villians. You're main job is to prevent a riot. White Lady, nice job with the ice sheets. It took some of the momentum out of the right hand side. Iron Duke, good job neutralizing the instigators on that side before they could rile the crowd. I think that side is stable for now but suspect there is another instigator or two on the other side. Is it not up to me to tell you what to do but if I may offer a suggestion, you might have someone fly over the crowds and look for anyone else who might be trying to get the crowd riled up.*
VIOLET DUCHESS: *Roger* replied Violet Duchess. *I can attempt to influence anyone trying to rile the crowd in a peaceful direction but I might need help spotting them. Also, anyone watching that leaper? He's making me nervous.*

White Lady encases Dark Vengeance in a prison of ice. The villain, no longer able to dodge as effectively, finds himself held tight by the ice (DEF 5, Body 6 Entangle).

Indigo Baron flies down to Black Eagle and punches him with his tiny but powerful fist. He hits Black Eagle for 30 STUN and 0 BODY. Black Eagle flies backwards into the building and takes another 15 STUN. He lands on the ground and doesn't move. His powerful rifle lands nearby.
