Description:A kit containing all of the tools needed for lockpicking anything from TL1 to TL13 locks. User gains a bonus when picking locks equal to +6 (minus TL/2). That works out to the following:

TL1 - +6
TL2-3 - +5
TL3-4 - +4
TL5-6 - +3
TL7-8 - +2
TL9-10 - +1
TL11-12 - +0
TL13 - -1

When attempting to pick TL 14+ locks, the user suffers a -2 per TL above 13.
